By default, Windows Firewall blocks incoming connections from the Internet unless the receiving program is around the exceptions list, however it does absolutely nothing to stop outgoing connections. Even if you uncheck or take away the program through the exceptions list, this transformation only affects incoming traffic, and so the program could access the Internet.
