The Windows main system itself has a variety of features that allow locking down and protecting a PC in such a way however, these settings are scattered all over the os (e.g. in the Windows registry, in configuration files and many other places). Preparing a PC to get a specialized use case can be quite challenging and time-consuming.
Do not use monthly construction plan instead of construction scheduling order. The construction department (unit) shall report the construction plan to the construction dispatcher in advance. The construction dispatcher shall issue a construction plan dispatch order to the driving units in advance, release the construction plan dispatching order, and prohibit the contents and commands that are not relevant to the premises. The actual construction scheduling order is issued by the train dispatcher.
Once you have your railroad theme, track shape and size in your mind it is a great idea to have a scale-sized track plan in front of you while you work. I have used both full-sized track plans from your CAD system and scale sized track plans. The full size track plans work great on substantial layouts, but I'm not sure these are really worth the pain of learning problematic laptop or computer to create smaller layouts. Scale sized track plans work all right, say 1 inch = 1 foot.
